Telegraf Advertising is the company that publishes the newspaper Telegraf and its associated news portal, both focused on Constanta county. The daily Telegraf was established in 1991 and was one of the most popular local newspapers in Romania after the fall of communism in 1989. Compromising its independence, the newspaper was increasingly used by its owners as a tool to build political careers and grow their associated businesses. All of the newspaper’s founders from the 1990s, Radu Mazare, Nicusor Constantinescu and Sorin Strutinsky, ended up in prison for fraudulent business practices.

The newspaper is now insolvent. Its publisher Telegraf Advertising was co-owned by Sorin Strutinsky and Mihail Carciog (who died in 2011 in Vienna). Strutinsky, who owned more than 40 other companies, serves a 10-year prison term in Italy.
